Our bylaws state that "Robert's Rules of Order" shall be the parliamentary authority for all matters of procedure not specifically covered in these bylaws."  You have probably heard this question a million times, does it what it seems to?  If a procedures, such as removal of an officer is not mentioned in the bylaws, that the organization will use the procedure for "removal of an officer" in Robert's Rules of Order"

Thanks, this is very important to me.  An administrator indicated there was no procedure mentioned in the bylaws about removal of a board member for misconduct.  If the bylaws indicate RRO "Shall be the parliamentary authority for all matters of procedure not specifically covered in these bylaws", then they are compelled to use the procedure outlined for discipline of a board member in RRO if there is one.  Is there a procedure mentioned in RRO for discipline and/or removal of a board member?

Yes, where your bylaws and special rules of order are silent, you will follow RONR.  Regarding discipline or removal of a board member, the relevant questions are:

1.  How do people get on the board (and, if officers, how do they become officers)?

2.  What is the term of office for board members and/or officers given in your bylaws?

The answers to these will determine who may remove, and how.
