Voting by email

Do your bylaws or state law explicitly allow voting by e-mail? It is prohibited by RONR unless exexpressly authorized by law or your bylaws.

If your bylaws do allow voting by email, it will be up to your organization to interpret its own rules and determine whether, how and to what extent debate is allowed since it takes place outside of a meeting. RONR does not prohibit members from disclosing business outside of a meeting.

I am chair of an HOA Board.  We sometimes have to approve expenditures by email.  I have been told that it is not appropriate to debate a motion in this case.  Is this true?  Thanks.

According to RONR, neither debate nor voting are allowed by e-mail.

So if either or both are allowed in your organization, that would have to be in your bylaws.
