Purchase on City property

A local community organization is wanting to pay for the cost to upgrade the city owned park's electrical system.  Can that local organization go ahead and pay for it or does the city have to pay since it is on city property?  Also, if the community organization pays for it, do they have to go out for bids since it will cost over $20,000 or is it only if the city pays for it?  thanks for any help!

These questions should be directed to the city's attorney/solicitor, since these questions are legal ones and don't involve parliamentary procedure.
