Action by an assembly from a prior term

Can an prior assembly's action be conveyed by the president of a newly seated assembly?

Specifically, the 2016-2017 session of an Assembly closed on May 31st of 2017 (per their Charter); and the president of that assembly just sent forth legislation that should have been conveyed earlier.

  • The new (current) assembly took office on 1 June 2017.
  • Can the current Assembly request review and approval of prior year’s legislation?

You will need to be much more specific.

Is the closed assembly the one that closed on 5/31/17?

Hi J.J.,

Yes, the prior assembly closed on 5/31/17. They passed a resolution (let's call it R1). Part of the legislative process is the conveyance of the passed resolution to the president (of the university), who "accepts" or "rejects" it.

In this case, R1 was passed by the prior assembly, but never conveyed.  The new assembly was seated on 6/1/17.

  • Can R1 be conveyed by the current (new) assembly?
  • Could it be conveyed by the chair of the prior assembly, as perhaps 'late legislation' (if such a thing exists)?

After they pass something, what's required for conveyance?  Another motion?  Why isn't it automatically sent to the President for his decision?   (I don't know if we're going to be able to provide you with any RONR guidance but I do find this topic interesting)
