Is there a limit to the number of times one individual can second motions during one business session?

Yes. He will be limited in the number of opportunities he will have to properly do so by the number of motions made during the session which require a second. 

If he is not a member of the body that is meeting, however, he can't properly second any of the motions made.

Or maybe I don't understand the question being asked.

Or maybe I've just got too much time on my hands right now.
