Our organization requires a person to attend 3 meetings before they can become a member. So, would a person be able to make a motion at the second meeting? The rules may be suspended, by a 2/3 vote, to permit a non-member to make a motion, although it is probably much simpler for a member who supports the proposal to make the motion himself.
