Presidential impartiality

In our small  board of directors (12) our President debates every question, makes motions, and votes on every motion, all from the chair. He shows absolutely no impartiality. Should he not relinquish the chair before debating and making motions?

Not necessarily. In small boards and committees of no more than about a dozen members, the rules are relaxed and the chairman may participate and vote the same as the other members.
