Dan Truong Posted December 8, 2017 at 06:46 AM Report Share Posted December 8, 2017 at 06:46 AM If a main motion is amended and a member has used the maximum number of speeches in debate, does he then have the opportunity to debate the main motion again? Hieu H. Huynh Posted December 8, 2017 at 09:22 AM Report Share Posted December 8, 2017 at 09:22 AM No member can speak more than twice on the same question on the same day. If the main motion is amended, it would be a different question.

No. If a member has spoken the maximum number of times on a main motion, he cannot speak again on that main motion on the same day, even although it has been substantially amended. He was, of course, entitled to speak on the motion to amend the main motion while that motion to amend was the immediately pending question.
