We have some money that leftover from a specific purchased; such as tables and chair. This money is from the congregation and specifically for tables and chair. We category this money as restricted item. For the leftover money, can the board (our bylaw does not gave the board such authority) make decision whether what to do with them or it have to go through the congregation to approve what to do with the money?
