calling meetings

Can a meeting by called by members if the leader or moderator of an organization refuses to call a meeting?

What do your bylaws say about calling meetings? Do you have scheduled regular meetings?

Special meetings may be called only by those persons specifically authorized to do so in the bylaws.

Note: if this is a school organization, some superior school rule might control.

There is nothing in our by-laws about calling meetings; it appears that the church assumes that it is the responsibility of the pastor (moderator). The church council meets at the beginning of the year for a calendering session and at that time schedules regular business meetings. Special called meetings are at the discretion of the pastor, and, again, there is nothing in the by-laws concerning that.

According to what you've posted, neither the members nor the pastor are entitled to call a special meeting. That would take an amendment to your bylaws. The council may change the time of a regular meeting by amending its previously adopted calendar, provided any notice requirements are followed.
