Richard Brown Posted January 8, 2018 at 01:33 AM Report Share Posted January 8, 2018 at 01:33 AM The Motion for "The Previous Question", but it cannot be made while the person is actually speaking. It requires a second and a two thirds vote in order to stop debate. One person alone cannot stop debate.
jstackpo Posted January 8, 2018 at 01:34 AM Report Share Posted January 8, 2018 at 01:34 AM You can't "aim" your "stop debate" at an individual, but you can "move the previous question" which, if it passes by 2/3, stops ALL debate on the pending motion, by everybody -- and so you vote right away. Tom Coronite Posted January 8, 2018 at 01:35 PM Report Share Posted January 8, 2018 at 01:35 PM A point of order could be raised, if the speaker is violating some rule while speaking, such as exceeding the time limit or the number of times he's allowed to speak on the question.
