Asking for new business at an annual meeting

Our society holds an annual membership meeting at its yearly convention. These meetings generally consist only of announcements and reports (finance, committee, etc.) based off of an agenda that the Board of Directors puts together. Is it a requirement that the presiding officer ask the assembly if there is any new business for it to be a valid meeting?

Be aware that an agenda may not be imposed on the members; it is not binding unless adopted by majority vote. It is possible for a member to make a motion bringing an item of new business before the meeting when no other matter is on the floor.

The presiding officer should ask if there is any new business at the appropriate time, but failure to do so would not make the meeting invalid.

It is ultimately up to the membership to determine the agenda. Additionally, even if the agenda does not specifically provide for New Business, motions of New Business would still be in order after all other business on the agenda is completed.
