Can church council bring motions or recommendations to voters assembly for a vote

Countering Dan's ever cheerful optimism, your church may have rules (Bylaws) that give full and exclusive control of church business to the council (or other group) which would preclude any assembly decisions.  Check the rules/bylaws and see who is in control.

Usually the answer is yes.  Except in some cases where a rule would be constructed to prevent its suspension, at worst, the rules could be suspended to permit this.  The rules could be suspended to permit me to make a motion or recommendation.

I would submit that if the council is given exclusive control, that would include the authority to place a given matter before the general assembly for a decision, if the council believed such a course of action to be appropriate.

Well, that probably is not necessary. Presumably at least some members of the council are also members of the society.

I agree, but I was showing difficulty in preventing it.
