What does Unbudeted mean in a bylaw?

our bylaws use the word ‘unbudgeted’ but what is meant by that? If the Board puts it in the yearly budget  but it is a new line item, is it budgeted or ‘unbudgeted’ ?  Can the budget be voted on as a whole and passed with this new line item in it? Or does it have to be treated differently?

It is up to your organization to interpret its own bylaws.
