Can you tell where  I can find this in Robert's Rules?  I have members that believe that the "maker of a motion, though he can vote against it,  cannot speak against his own motion" applies to an entire committee from which a motion comes as well as an individual making a motion.

" But in debate on any written or oral report in the assembly, any member of the reporting committee who does not concur has the same right as any other member of the assembly to speak individually in opposition."  RONR (11th ed.), p. 528

The reporting member (usually the committee chair) should not make a motion to adopt any recommendations he doesn't  agree with:

"In the case of a committee, the committee chairman is the reporting member unless—because he does not agree with the report or for any other reason—he does not wish to give it, in which event the committee chooses another one of its members." RONR (11th ed.), p. 506
