Conflict of Interest

If a Board discusses and votes on an Agenda and one member recuses himself from the item due to a conflict of interest, if the Board votes to re-open the item at a later meeting can the Board member who recused himself on this topic previously be allowed to participate in the vote the second time around?

May the President in a Union Meeting relinquish his chair and give his personal opinion on a issue that we are about to vote on? Therefore, swaying votes prior to voting.

He can but he probably shouldn't. When he agreed to be the chair he agreed to maintain the appearance of impartiality. His departure from the chair should be an extraordinarily rare occurrence.
