If they can't can they second a motion already made on the floor.If this is a board meeting, the answer should be obvious.If this is a meeting of the general membership, a member who also happens to be a board member is free to exercise all his rights as a member. In other words, he's not restricted just because he happens to also be a board member. But neither does he enjoy any special status. He's just another member who should leave his board-member hat at home.But note, too, that it's possible (if unlikely) for someone to be a member of the board and yet not be a member of the general membership.
