OK may 2 questions.Is there any specific difference between motions ruled improper and motions ruled out of order?That being said, What is the best course of action if a out of control chairperson repeatedly rules motions improper then refused to acknowledge an appeal of the decision of the chair not allowing a vote on the matter?Thanks in advance. Move to suspend the rules and appoint someone else to the chair.
