Can an officer (Vice President) who has no voting privilege as an elected or ex-officio voting board member cast a deciding vote in the event of a tie vote ?

Q. How do you know the VP cannot vote?

It is a popular misconception that the phrase "ex offcio" implies "cannot vote."

But this is FALSE. There is nothing in Robert's Rules of Order which asserts such a relationship.

Thus my concern. - Do you have a customized rule which takes away the right to vote for your VP?

The VP is either a member or he's not. If he's a member he can vote. (RONR, 10th ed., pg. 3, lines 8-12) If he's not, he can't. Whether it's a tie is irrelevant. There is no need for a "deciding vote." If this is an ordinary motion, the motion fails. If it's an election, you have another round of voting.
