The chair replies all stating that it is unfortunate for the resignation but accepts it. Then 5 days later the member whom send resignation rescinds it? Then 5 days later the member whom send resignation rescinds it?According to RONR, a resignation is accepted by a motion/vote of whichever body is empowered in the bylaws to fill the resulting vacancy or, if no such body is named, by the general membership.Since this "acceptance" was not voted on, and did not even occur withing the context of a meeting, it is null and void, and the resignation could be withdrawn (not "rescinded") by the member, since it was never formally accepted.If your bylaws have special rules authorizing the chair to accept resignations unilaterally outside of a meeting, then they supersede RONR. If they are silent it would be the body which elected him in the first place.I would also think that whatever body is authorized to fill the resulting vacancy in the office of Vice President could accept the President's resignation.
