Can a voting membera motions by letter if he is not going to present at the meeting?

Can a voting member in good standing submit motions by letter that he would like brought to the membership if he is not going to be present at the meeting?

Well, he can submit whatever he likes, but the motion is not brought before the assembly unless a member who is present at the meeting actually makes the motion (and another member seconds it), or if your organization has special rules permitting absent members to make motions by a letter. So the member's best bet is to send the motion to someone else who supports it and who will be at the meeting.
