Quorum

No.  You can discuss things informally all you want to, but the only actions you can legitimately take without a quorum are: Recess, Take steps to obtain a quorum (calling people on the phone, etc), Adjourn and Fix the Time to which to adjourn (to set a follow up "adjourned" meeting, which can be later the same day, the next day, or any day prior to the next regular or special meeting).

Well, the adjourned meeting must be set for a time before that of the next regular meeting, but that's it.
