Richard Brown Posted January 4, 2015 at 06:44 PM Report Share Posted January 4, 2015 at 06:44 PM No. You can discuss things informally all you want to, but the only actions you can legitimately take without a quorum are: Recess, Take steps to obtain a quorum (calling people on the phone, etc), Adjourn and Fix the Time to which to adjourn (to set a follow up "adjourned" meeting, which can be later the same day, the next day, or any day prior to the next regular or special meeting).
