Rev Ed Posted June 18, 2015 at 05:44 PM Report Share Posted June 18, 2015 at 05:44 PM Yes, but the President, followed by the two vice Presidents, must first refuse to chair the meeting, and the members must accept the person doing so (usually by unanimous consent.) Hieu H. Huynh Posted June 18, 2015 at 05:44 PM Report Share Posted June 18, 2015 at 05:44 PM I suppose the board of directors could allow a past president to preside at the board meeting if no one objects.
Chris Harrison Posted June 18, 2015 at 05:45 PM Report Share Posted June 18, 2015 at 05:45 PM Yes IF:1) The President, 1st VP, and 2nd VP for whatever reason don't want to preside and there is no objection when the President appoints the Past President as the Chair pro tem (or if there is an objection the assembly by majority vote elects him or her). See RONR pp. 394-395.OR2) The assembly Suspends the Rules and elects the Past President Chair Pro Tem (requires a 2/3 vote).
Richard Brown Posted June 18, 2015 at 07:50 PM Report Share Posted June 18, 2015 at 07:50 PM Yes IF:1) The President, 1st VP, and 2nd VP for whatever reason don't want to preside and there is no objection when the President appoints the Past President as the Chair pro tem (or if there is an objection the assembly by majority vote elects him or her). See RONR pp. 394-395.OR2) The assembly Suspends the Rules and elects the Past President Chair Pro Tem (requires a 2/3 vote).Referring to Chris Harrison's answer # 1, unless unanimous consent is granted, wouldn't a suspension of the rules by a two thirds vote be required in order to allow someone else to preside? I agree that the past president could be allowed to preside by majority vote if there is no vice present available to preside, but I believe it would require a two thirds vote to suspend the rules if there is a vice president present who is able to preside. Hieu H. Huynh Posted June 18, 2015 at 08:10 PM Report Share Posted June 18, 2015 at 08:10 PM Regarding an "Invited Temporary Presiding Officer", RONR says, "If the president and vice-president(s) do not object, the assembly, by majority vote, can adopt such an arrangement for all or part of a session."
