President gives unscheduled speeches

Our newer HOA Board member and president at last night's open board meeting made a long speech about our finances to the audience during our board meeting. We are a board of seven and the president has full voting rights as well as presiding. I seem to recall that all directors may address only one another during the business portion of the meetings. We do have an "Open Forum" for homeowners to makes remarks, etc. Was she out of order?

I see nothing wrong with the president making such a report for the benefit of everyone in attendance. This is especially so if it was part of the president's report. Such remarks would probably not be appropriate during debate.

If you believe it is improper, you can make a point of order the next time he does it. He will rule on your point of order and his ruling can be appealed to the entire board.
