  1. My question is we have an elected member on the nomination committee, is this authorized in Rules of Order? My problem is when we have nominations and vote by ballot, the nomination committee is the one that counts the ballots, my thinking is this would be a conflict of interest as anyone that is being voted on should not be on this committee. Your thoughts.

In my church constitution the BY-LAWS it states "The Deaconess Ministry is composed of women who, from their own Christian Testomy, acceptance by the church, personal spiritual zeal, scriptural knowledge, and good work in missions and stewardship, become eligible for service in the Diaconate. Deaconesses are appointed by the pastor, upon recommendation and approval by the congregation". with the last line saying upon recommendation and approval by the congregation, I say this takes a vote for approval. I have had some individuals that says no vote is needed but the way I understand approval, this means a vote. Help!
  3. In the first post, I said the bylaws called for a quorum of 30, which I found was amended to 25. In the bylaws, no quorum is addressed for called or special meetings. I am finding out that the default in Rules of Order falls back to the regular meeting quorum.
  4. Our Bylaws require that 25 members be present for a regular meeting and it does address the quorum when it talks about a special/called meeting. RONR addresses regular meeting but does not address called/special meetings. Someone wants to do an amendment to the bylaws to say there would be no quorum for a called/special meeting.

      Question.  During a called meeting, is a quorum required?  Our By Laws require for a regular meeting that 30 people be in attendance for a quorum, however it does not state for a quorum for a called meeting.  I find nothing in Rules of Order that talks about a quorum at a called meeting.  Help.
