So as long as I preside I cannot present a motion?

It helps but I do not find it very clear. I preside over a small meeting (~ 25-30) people. We approve or deny requests using motions following Robert's rule. I have been told that I cannot make a motion because I am the president. It does not seem right that I lose my rights as a member just because I preside the meeting. What is your opinion?

Is the member of the Chair allowed to start a new motion?
