I am working with 16 other people, starting an alumni corp. We are voting on Articles for our by laws right now, and I have run into a problem. 7 people vote for an article to be added, and 10 people did not place a vote at all. I am not clear how the vote would be read here. Does it pass because 7 voted for it, and no one voted against it, or did the vote fail because it was only 7 out of 17?
