Please confirm for me that I am correct...so many abuses of this procedure! During a long discussion about the budget, Felix wants to end discussion, as a board member. He is recognized by the Chairman and states "move the question". The Chairman should then ask for a second...gets a second. Then the Chairman asks for a vote to move the question/ end debate on the main motion. The "move the question" motion either is voted down or the "nos" have it and discussion continues on the main motion. Please confirm that a "move the question" require a second and is then voted upon. Thanks! JAK email: rjak@att.net

I am Bylaws Chairman for a district organization, part of a nationally recognized organization. The zone's bylaws have not been update in over thirty years. National has now offered an updated template for zones to follow. Though the old and new are very similar I would like to propose that in amending/updating their bylaws, a motion be used to "substitute" the over thirty year set with the new updated template. Instead of motions to "strike and insert" etc. I would like to recommend a full substitution (with advance proper notice) while presenting the thirty year set and then the updated template. Has anyone experienced this? Comments, please.
