  1. Hi- I was wondering if a motion was postponed until a guest speaker arrives at the meeting, how would we bring that back up after proceeding to other items of business in the interim?
  2. Yeah I never heard of it and this former parliamentarian/ former chair of our organization is saying that it exists. I can't find anything on that.
  3. Hey can someone explain what a manager's amendment is? I'm not quite clear on it.
  4. Thank you. I think I'm a little uunclear as to what then can be brought up in a motion at plenary. What is the real difference between motions and resolutions besides complication and notice?
  5. I am unclear as to what kinds of things need to be put in writing as opposed to what can be brought before the assembly at a convention. In other words, what is the real difference between a resolution and a main motion?
  6. oh I just thought of something - could the resolutions in which the board is seeking more time to consider be brought up as a motion to amend something previously adopted/ motion to amend the bylaws at the convention itself?
  7. Thanks! And yes that is what I meant to say - 30 days prior to the convention
  8. In our governing documents, there is a deadline that the Board must submit all approved resolution proposals to our general membership within 30 days of our convention. The Board has asked me if this could be "waived" to allow for more time. I advised that it could not but could this be considered a "rule of order" and then we can get around this 30 day provision? The way it is set up the committee only had about 4 days to review these resolutions.
  9. Must the possibility of going into executive sessions/closed sessions be included in the organization's bylaws?
  10. A presiding officer of one segment of our national organization wants to avoid reading the proposed changes to her governing documents as it would take too long and be too tedious. I personally think she should do it anyway as not all of the delegates to the Convention will actually read the proposals. But what should I advise her? can she provide a summary of the key points? Can a motion to dispense with reading the proposed changes be entertained?
  11. I was wondering about our upcoming annual plenary session. This is a national organization that was incorporated in NY. And the annual convention will be in the south this year. 1- If the Chair must step away (for less than 15 minutes) and the Vice-Chair is not available, who may step in to preside over the meeting? 2- what is the proper parlance the Chair should use to get someone else to take over?
  12. Darn it! my organization keeps making at least 2 motions to extend the time per topic. It seems a bit much, anything else I should advise?
  13. Just a quick question- how many motions to extend the time can be made in a single debate
  14. At our last meeting, one member of the board of directors stepped out without anyone being aware and upon his/her return, asked the presiding officer to repeat the motion and highlights from the discussion. I know this is incorrect and unfair to the remaining members but I'm not sure what I can authoritatively point to that bars that.
  15. Isn't complaining about past board members or unprofessionally pointing the finger to other current board members necessarily a violation of procedure? The context: I attended a convention of a group that I was considering joining as a regular member not as a member of the board. I was permitted to attend their plenary session. There was no parliamentarian and the rules just seemed to be whatever the president wanted to do at the time. It was incredibly unprofessional. One speaker instead of giving his required report instead took the liberty of issues ad hominem attacks on the outgoing president. In my own organization, the previous executive board left us in a financial lurch. But during board meetings, all some members do is complain about how they were left in a lurch. I've told the presiding officer that procedurally this is inappropriate (and really not a great idea if our minutes can be accessed by others, like if the organization were t be sued). Can you give me some guidance as to how I can state this more authoritatively?
  16. I'm a parliamentarian of a large international student-run organization. I anticipate that a motion that will probably be brought at the next board meeting concerning a fundraising idea will be defeated for rather selfish reasons. I think that bringing this motion up again will most likely pass upon further reflection. Can the maker of the motion bring "a motion to renew" the motion for this fundraising idea at the next meeting?
