What if this is not in the by-laws? We refer to Roberts Rules - what would they say?

We have already contacted the local TV station and put a call in to the State Rep and County Commissioner , I was hoping to get some clarification on what , if anything, RR may say about removing board members , when the State of Alabama, IRS 501-C-3, and our own by-laws say nothing .
