  1. Thank you for considering my question: In an annual HOA meeting who has the authority to make a motion to amend the agenda? Can only a Board member make a request to amend or can someone in the association request to amend? Or can both? I have RROO 11 th edition but can’t seem to find the answer. Thanks.
  2. Soon our HOA will be having a regular BOD meetings with members of our HOA invited. There are two items on this meetings agenda that will need to be discussed in an executive session. When going from a regular meeting to an executive session does there need to be a motion for an executive session? Once one executive session is completed does it need to be adjourned before going to the next executive session? The issues that need to be discuss in executive session involved members that will attend this meeting. What is the best way and your opinion not to cause hard feeling with those attending the meeting? I don’t think that they need to know the issues to be discussed in the executive session. Does Robert’s Rules 11 edition speak on this? Thank you
  3. Hi Everyone, just recently our BOD of our HOA has had some of the Board members resign. In our By-Laws it clearly states, that the predecessors term will be filled by the person taking their place. A recent resignation of our President has created a shift in jobs. Example: Our Vice President assumed the Presidents job, and a Director took the V Presidents job which has left that Director’s job open. A new member was voted in by the Board but now comes the rub. Some members of the Board believe that the new Director should assume the term left over from the President and not the term of the Director whom she was voted in to replace. Also, it is being suggested by our new President that the Board vote on the interpretation of the By- Laws which I believe if we do that and the vote goes against what I believe the By-Laws says we would need to amend the By-Laws. My question is, does Robert’s Rules speck of this? I know that this is complicated and would appreciate any help you can provide. Thank you.
  4. Hi, our HOA had a Board meeting last week to go over the new 2021 budget. In our haste we adjourned the meeting before the a motion was made to approve the budget. Question: At the next meeting which is next week can we list the Budget approval under Old Business or do we have to have one new meeting just to solely approve the 2021 budget. I have looked in Roberts Rules and can’t find where this is addressed. Thanks,
  5. Hi, We just had a quarterly HOA meeting. A property owner observing made the comment that our President could not vote on a motion, and only when there was a tie. I have the 11 edition of the Robert’s Rules Of Order and can’t seem to find this. Our BOD is a small 7 member body and I’m the Secretary. If this is addressed in the 11th edition can you provide a page number? Thanks
  6. Hi, Our BOD just had its regular quarterly HOA meeting, I am the secretary. In this meeting it was brought up that our President could not vote on a motion. I have the 11th edition of Robert’s Rules Of Order and cannot find the answer. Our board is a small body made up of 7 people all property owners. Would love to hear your opinion and where in the 11 th edition I can find the answer if it’s there. Thanks for your help.
  7. Our HOA Membership meets for an Annual Meeting. In the Past the minutes for that meeting were held for a full year. I know that this should not be done. As Secretary of this HOA I would like to change that. Our By-Laws are in the process of being revised. So question: Can the BOD, who meet quarterly, approve a DRAFT of those annual minutes and then present them to the Membership for approval at the next annual meeting if so stated in an approved set of By-Laws?
