It appears that my idle speculation distracted from the main message, which was and is that the answers to these questions will, or at least should, be found within your own bylaws. You will want to review them in their entirety, but start with the articles regarding officers, elections, and filling of vacancies.
My idle speculation was based on the more common provisions that I have seen in various organizations' bylaws, but I labelled it as "idle speculation" because I make no assumptions about what are in yours.
Thank you everyone for your comments.

Without having read the bylaws either, I agree.

When I say "a mixture", I expect that you will find that your current president completes the term that they are filling as a vacancy and then serves their own term as president from 2022-2024. The person who is chosen to fill the vacancy in the president-elect office would serve until the 2022 meeting when a new president-elect is chosen.
But, that is idle speculation without seeing your bylaws.
So would the person elected this year only serve of 1 year in it's vacancy? Doesn't becoming President-Elect grant them to assume the President seat in 2022? Could this individual re-run in 2022?

Our organization follows the structure of President, President-Elect, and Immediate-Past President. Terms are for two-years with the membership electing the President-Elect on even-numbered years (last elected on 2020). Unfortunately, we had a President resign 7 months into their term. The President-elect immediately assumed their role and is currently serving the remainder of their unexpired term which is until 2022. The President-Elect seat is currently vacant but our bylaws permits us to fill the seat at our next annual business meeting held in August. The discussion now is, which appears to be 2 different thoughts:
- Do we elect a person to fill the original unexpired term of President-elect which would only be a 1 year term until we elect another President-Elect in 2022 (of which they would assume the President seat then and the previous President's term is cut short) or;
- Do we elect a person for a 3 year term to fill the unexpired term but also allow the acting President (former President-elect) to complete the vacancy and also serve their original two year term of President which was intended to be 2022-2024.

Thank you so much for your thoughtful response. I think it would be helpful to reach out to a professional parlimentarian to gain clarity on this scenario and review our entire document. Appreciate the feedback!
