Can another candidate be nominated after the voting process begins?

We are about to have a special board meeting to elect new officers following an annual meeting. It is anticipated there will be a 4-4 tie for the office of president of the board. What steps should be followed to resolve the anticipated tie in the election? Our bylaws do not provide for a solution to this issue.
