I understand that a committee member, or even the committee chair, does not have to be a member of the organization. However, must the committee chair be a member of the committee? Stated another way, if some one is barred from serving on a committee because they must rotate off under the Bylaws, can that person be elected or appointed as chair of the committee under the claim that the chair does not have to be a member of the committee?
