The affiliates of an organization meet once/yr, during which they have bylaws authority to adopt policy resolutions submitted to them by a resolution committee appointed by the board's chair prior to the annual meeting.  An affiliate member submits a proposed resolution to the organization's resolution committee. Prior to the committee considering the proposed resolution, the originating affiliate wishes to withdraw it.  What is the proper procedure barring the presence of any bylaws provisions or other special rules?  I doubt it matters, but in the immediate case, the resolutions committee members have been appointed by the board's chair, but have not yet convened.
