  1. Once an agenda is accepted and there is an item on the accepted agenda with no motion or resolution, our council takes it as a discussion item. We regularly have accepted agenda items for discussion without motions to discuss, but when one council member does not like the topic, he selectively shuts it down with "Point of order, no motion to discuss". Is this fair procedure? If not, what can I do to stop him from censoring?
