Motions declared out of order

Is the normal parliamentary procedure, if a motion is declared out of order, to allow the petitioner to amend the motion to make it correct? Another motion had been made and seconded before the original petitioner brought this up and said that his now changed motion should take precedent.

When the motion is declared out of order, the motion maker no longer has the floor. If possible, he may attempt to gain recognition again and make a motion which is in order, but it seems someone beat him to the punch. If the motions are related, the original motion maker may attempt to amend the new motion if he desires. If the motions are not related, he should wait until the new motion is disposed of and try again.

The presiding officer can, and should, assist the member in making the motion in a proper form. Perhaps this won't be an issue in the future if he does assist the members.

I agree.

The chair erred in recognizing another member if the defect could have been readily cured. The chair should have pointed out what was wrong with the motion, and if it was something that could be easily fixed, should have helped the member to make the appropriate adjustments.
