In our bylaws, it specically states that the first order of business shall be the report of the Nominating Committee. However, the month in question, the report needs to be set aside for other business. How do we move that this is changed for this one-time only to a previous month?

Well, the first order of business should be the approval of the minutes from the previous meeting. But I suppose you could suspend the rules to re-arrange the order.
