When you have "discuss personnel" on your agenda, is it necessary to say "who", "discuss what", etc.? Or can discuss personnel be accepted just as it is? We have a requirement that any personnel who are being brought up, must receive a 48 hour notice, by certified mail, letting them know they will be discussed at the meeting.

You all can make the agenda say whatever you want. Just make sure it doesn't cause problems with your requirement of notice. Whether that would cause a problem is for you all to determine.

No.

Nothing in Robert's Rules is even close to such a requirement.

"Discussion"?

Let's be clear.

For discussion, you don't need previous notice, and you don't need to put it on an agenda.

Discussion is free and unlimited.

You are making the process of "discussion" unbelievably harder than it is.

(Once a motion is involved, things can change. But discussion is a non-factor.)

That is your own doing.

Your question, then, isn't a question about Robert's Rules of Order.

You question is akin to, "How do we obey our impossibly burdensome customized rule?"

Don't depend on Robert's Rules of Order to get you out of a jam after you have deliberately jumped far outside the box, for no good reason.

You have a rule which says,

"... any personnel who are being brought up, must receive a 48 hour notice ..., letting them know they will be discussed at the meeting."

I don't know why you think a name must be put on an agenda just because you have a rule that private mail must be sent to the targeted person.

Your rule isn't a rule about AGENDAS.

Your rule is one about MAIL.

Q. Why are you confounding the two?

Q. Do you have an AGENDA rule, too, you haven't cited?

Basic principle of RONR is that you discuss ISSUES, not persons. Good luck.

True, but issues often involve people, particularly when personnel are involved. If Mr. X makes a motion to spend $500 on an event, it is the event which is the subject of debate. Comments regarding Mr. X would not be germane. If a motion is made to fire an employee, the performance of the employee is certainly germane to the motion.

Thank you, Josh. And all others who replied to this. An agenda is an outline of items to be discussed. There is consternation from 1 person that we should expand the topic to show who, what, when and where. I could not find anything stating that, by following Robert's Rules of Order, this is a requirement.

Then let that one person propose a change (to that effect) to the agenda. If it's just the 1 person, the motion will die for lack of a second, or at least be defeated, and you'll be done with it.
