MEMBERS are allowed to make motions.Are officers allowed to make a motion?Officers who are MEMBERS of the body which is meeting, may make motions.Officers who are NOT MEMBERS of the body which is meeting, cannot make motions.It is that simple.An officer does not lose the rights of membership just because he wears another hat (i.e., he was a member who has taken on a second job, or a third task, or a fourth duty, or a fifth responsibility, etc.).
