What is the general rule of when the previous year(s) documentations be handed over to the newly elected treasurer and secretary.

In theory the past officer should have all the documentation to be transferred to the newly elected officer at the meeting where the election is held. In practicality that may not be practical and should be done with all deliberate speed (and establishing a rule regarding how documents should be transferred between the outgoing and incoming officers might not be a bad idea).
