Rescinding the vote

If a vote was taken by the body in a previous meeting, can that vote be rescinded in a subsequent meeting? Who has the right to bring a reconsideration and revote on an issue?

Rescind and Reconsider are two different motions with different requirements. The motion to Reconsider would have been in order at that same meeting, but that's water under the bridge now.

The motion to Rescind (you rescind a motion, not a vote) requires a second, is debatable, and for passage requires a majority vote with previous notice or, without notice, either a 2/3 vote or a vote of the majority of the entire membership of the voting body.

It can be moved by any member.

...and on the off chance that the original motion was defeated (since the original post is not clear), you don't need to rescind anything. Any member may just make the motion again.
