In our january 2011 meeting we held elections and the secretary position was tied well we will vote for a 3rd time at our feb 2011 meeting tomorrow. We have have a new member who will attend her 1st meeting tomorrow. Does the new member get to participate in the election and cast a vote since she is now a member?

Of course she does.

And if nobody gets a majority vote, you should vote for the fourth, fifth, sixth, and seventh times at your meeting tomorrow. Remember, voters are free to write in names of non-nominated people. If they're hopelessly split over two, a compromise candidate sometimes emerges after repeated ballots.

Eventually it will end when someone gets a majority: not just more votes than anyone else, but more votes than everyone else combined.

It may be too late now, but you might take a look through your bylaws to see if any restrictions apply to voting for new members. Per RONR, a two-minute member has all the rights of a two-year member. I've seen in bylaws where members' right to vote is restricted for an initial "probationary" period (perhaps 30-90 days). In the absence of any such bylaw restriction, once the words "welcome to the club" are uttered, full rights are in force.
