The minutes of an executive board meeting were corrected and now the minutes of the State board need to be corrected because of the error in the executive minutes. can these minutes be corrected by the executive board brfore going to the state board fr approval, if this correction is done at the state board meeting, it would be very confusing for the members for the members to follow, can these minutes be held till the next state meeting?

I'm not sure just what your question is but minutes are approved and, if necessary, corrected at meetings. The minutes of executive board meetings are handled at meetings of the executive board. The minutes of state board meetings are handled at meetings of the state board. It's not clear why changes in one would have any impact on the other. What was done was done, even if it was done improperly.

A correction of the minutes of a meeting at the local level would not require a correction of the minutes of a meeting at the state level, provided that the minutes of the meeting at the state level record the proceedings of the state-level meeting accurately. It makes no difference that there is some inconsistency between the two sets of minutes. As long as each set reflects accurately what was done at each meeting, the minutes say what they are supposed to say.
