Resolutions as I understand them are submitted for the betterment of the organization or society. Where on RONR is that cited?

Nowhere. A resolution is simply a particular form of motion (typically used for longer, more formal motions).

Though I suppose you could say that all motions are intended, broadly speaking, for the betterment of the society. Which is only to say that it would be improper to adopt a motion that would be harmful to the society. Which is simply to state the obvious.
