Our by-laws state that board meetings are open to all members. During the meeting are non board members allowed to comment, recommend or disagree with what is being discussed by the board?

Do you mean, under YOUR rules?

I don't know. I have not read your bylaws.

Someone will have to interpret your unique rules.

Do you mean, under Robert's Rules of Order?

"No," non-board members cannot speak and cannot even attend, without permission, directly (e.g., by a motion granting permission) or indirectly (e.g., acquiescence by the silence of all board members).

The guests have no right to speak, but the board may grant them permission to do so. This requires a majority vote if no question is pending, or a 2/3 vote to let them speak in debate.
