What is the procedure for addressing the Board?In a small board (not more than about a dozen members), members may simply start speaking, although they should avoid interrupting others. In a larger board, members must rise and address the chair to gain recognition. Non-members have no right to speak, and the board will have to grant them permission to speak. If the board grants permission, the chair will likely call on the non-member who has been permitted to speak. All speakers should address their remarks through the chair.
