Nothing in RONR requires that.

And I think it should be noted that RONR advises having a single document (whether it's called the "Constitution", "Bylaws", or "Constitution & Bylaws") to avoid the possibility of conflicts. And the only justification for having two documents is if one (the constitution) will be more difficult to amend than the other.
