We will be holding a short general meeting of our memberhsip followed by a Meet the Candidates Night. According to the bylaws, we must elect a nominating committee at this meeting but neither the president nor the secretary will be there. Can we still hold the meeting?

Sure. You can and you should.

If the vice-president is also absent, any member can call the meeting to order and, as long as a quorum is present, conduct a brief election for a chair pro tem (a temporary presiding officer) and a secretary pro tem.

Actually, the chair pro tem will conduct the election for the secretary pro tem unless both are elected at the same time.
