The question is: If the body had voted to pay bills in a specific manner, and the organization has been paying the bills in that order, does the Executive Board have the power to vote and change the specific manner of paying those bills, or does it have to go back to the body to have them vote on the change? Your quoted passage is a tad bit confusing as to what "the absence of ... meetings" means, but it will be up to the organization to determine what that means. The rule of thumb to go by is that the Board does not have the authority to change, overrule, or countermand a decision made by its parent body. If the body (by which I assume you mean the general membership) had voted to pay bills a certain way (assuming a motion that was passed as to this in the past), then only the "body" can change it.
