Our Bylaws state "The Executive Board shall have the power and authority to transact all business in the absence of regular or special meetings." The question is: If the body had voted to pay bills in a specific manner, and the organization has been paying the bills in that order, does the Executive Board have the power to vote and change the specific manner of paying those bills, or does it have to go back to the body to have them vote on the change?

The Executive Board only has the power and authority as noted in the bylaws. Your quoted passage is a tad bit confusing as to what "the absence of ... meetings" means, but it will be up to the organization to determine what that means. The rule of thumb to go by is that the Board does not have the authority to change, overrule, or countermand a decision made by its parent body. If the body (by which I assume you mean the general membership) had voted to pay bills a certain way (assuming a motion that was passed as to this in the past), then only the "body" can change it. Other rules in your bylaws may provide other insights.
